CONCERNS OF THE COMMUNITY WATCH PROGRAM

The North River Action Team, presently known as the Community Watch Program, presented to City Council concerns of residents in the area which incorporates both the City of Palmetto and Manatee County. The multi-jurisdictional area has resulted in difficulty in securing needed services for residents in the area. This report has been prepared by the City Clerks’s Office, Palmetto Police Department and Public Works Department to address these concerns and to provide contacts for various services both "inside" and "outside" the City.

SECTION I   CONCERNS, STATUS, ACTIONS AND SOLUTIONS

   A. JURISDICTION

CONCERN: The North River area incorporates both the City of Palmetto and Manatee County. The multi-jurisdictional nature of the area has resulted in difficulty in securing needed services.

STATUS: Residents are constantly shifted from City to County Departments.

ACTION: The Action Team is asking the City to convene a joint meeting of City and County officials with residents to develop a coordinated plan of service of the area.

SOLUTION: The City staff was requested to identify solutions to concerns addressed by the Community Watch Program. The City will work with Manatee County regarding additional concerns not addressed in this report.

   B. LIGHTING

CONCERN: The area is in need of increased lighting.

STATUS: Residents are willing to post personal lighting, but feel that both the City and County can review lighting needs.

ACTION: Assist the Action Team in completing a Lighting Survey with City, County and Florida Power. An outcome of the lighting survey would be a plan for increased lighting citing options for City, County and local residents.

SOLUTION: A lighting survey to identify additional lights needed in the City has been completed. Additional lights have been installed in various areas of the City. A second survey to identify "lights that are out in the City" is being completed by the Palmetto Police Department. This report will be turned over to Mike Hickey, Director of Public Works and Florida Power & Light.

&#The current City standard is a light at each intersection or maximum distance of 400 feet between lights. Survey shows that this standard is met.

   C. MOSQUITO CONTROL:

CONCERN: The area routinely has areas of standing water, which breeds mosquitoes.

STATUS: Residents have been unsuccessful in securing assistance for mosquito eradication.

ACTION: Provide residents a schedule for mosquito spraying.

SOLUTION: Dr. Robert Frommer, Medical Entomologist for Manatee County Mosquito Control stated he has personally toured the area, looking for debris that can hold water, thereby allowing the breeding of mosquitoes. Dr. Frommer reported that the citizens are doing a good job of policing the area for items that hold water. Dr. Frommer supervises the Service Request Department and requested that residents with questions call his office at 722-3720. Mrs. Connie Ford was notified of this service on January 26, 2001.

   D. STANDING WATER/STORM WATER RUNOFF:

CONCERN: Residents have a common concern related to standing water.

STATUS: Residents have observed blocked drains and retention ditches (Carr Drain) in need of routine maintenance.

ACTION: Determination of needed repairs or maintenance to storm drains by jurisdiction. Schedule for maintenance.

SOLUTION: The City inspects stormwater drains once per month and clears them of blocking materials such as branches and grocery carts. The City also responds to calls from citizens concerning potential blockage material. See 12th Street Culvert and Carr Drain solutions under Area Maintenance.

   E. DRUG DEALING/LOUD NOISE:

CONCERN: The area has been plagued by illegal activity.

STATUS: There continues to be an active neighborhood watch. Law enforcement is aggressive in the area.

ACTION: Continue aggressive enforcement. Address the noise through noise ordinances.

SOLUTION: The Palmetto Police Department purchased and trained a Narcotics K-9. This program has been very successful since April 2000. An additional Narcotics K-9 has been purchased and is presently in training and will add to the success of the program.

Call the Palmetto Police Department 721-2000 for enforcement of the "Noise Ordinance".

   F. RAILROAD CROSSINGS:

CONCERN: This area has several railroad crossings in need of repair.

STATUS: CSX recently plans to improve the condition of the crossings.

ACTION: Residents are seeking the assistance of the City to establish a link between the residents and CSX. Residents would like to become involved as the crossings are improved.

SOLUTION: There has been a program by CSX to improve crossings in Palmetto. These improvements are coordinated with the City Public Works Street Department.

    Improved crossing have been installed at:

      • 5th Street West at 5th Avenue West
      • 7th Street West at 5th Avenue West
      • 9th Street West and 5th Avenue West
      • 11th Street West at 5th Avenue West
      • 11th Street Drive West at 5th Avenue W
      • 17th Street near 5th Avenue West

    In Progress:

      • 9th Street Drive West near 4th Avenue West

    Remaining:

      • 10th Street near 5th Avenue West
      • 10th Street at 3rd Avenue West
      • 9thStreet Drive at 5th Avenue West

   G. AREA MAINTENANCE:

CONCERN: Recently the City sponsored a cleanup. This effort needs to be maintained routinely

STATUS: The Sheriff’s Office Road Gang recently cleaned up Carr Drain. This effort needs to be expanded and routinely scheduled.

ACTION: Residents would like the help of the City and County to develop a schedule of routine maintenance of public areas, and to establish a process to assist elderly residents to maintain their property (i.e. Neighborhood Grants program)

SOLUTION: 12th Street Culvert and Carr Drain

The City of Palmetto and Manatee County are working together to correct the problems of Carr Drain and 12th Street Culvert. Engineering work is being completed at the present time. Manatee County is contributing $50,000 toward this project. Employees of the City and Manatee County will work together to complete the project. Work should begin before the rainy season.

Neighbors in the area could help elderly residents until help is found to assist the elderly.

Multi-family property owners were invited to a meeting in Council Chambers on March 15, 2001. During this meeting dumpster areas and constant littering were discussed. The City’s Code Enforcement Director was requested to send letters to multi-family property owners who are in violation of City Codes giving a time period to clean the areas. Mayor Whitesel, Department Heads and City staff were present for this meeting.

Violations and compliance status reports from March 15, 2001 have been prepared by Code Enforcement for areas inside the City.

The area on the East side of 2nd Avenue between 11th Street Drive and 17th Street West have Water and Sewer services provided by the City of Palmetto. These locations would require the property owner or occupant of the property to apply for Water and Sewer service at Palmetto City Hall located at 516 8th Avenue West.

      The replacement of the culvert in Carr Drain at 12th Street West is a cooperative project between the City and Manatee County. This work, when complete, will solve many of the problems of Carr Drain.

      Area Clean-Up sponsored by Manatee Beautiful was held on March 24, 2001. Clean-Up days will continue to be scheduled.
